But sure, by all means, keep Sleep Powder or Stun Spore (don't remember if Venusaur learns that) since it's useful for catching legendaries and Snorlax and you can use it with Swords Dance to boost. Otherwise I wouldn't bother. I used Thunder Wave Raichu or Joleton in any Kanto runs where I didn't pick Bulbasaur
The real issue in Gen 3 is picking who gets what TM and what move tutor, which is why its important to decide your team before you start. I like using Marowak because it gets Bonemerang by level up, so I don't need to use my EQ TM on it. Or you might wanna use Golem or Rhydon as a ground-type instead, they get Rock Slide and Rock Blast via level up so you don't have to use the Rock Slide tutor on them.
