Smash is more popular because it's more accessible (more simultaneous players) and the series has existed longerr, so had a strong following before pokken even hit the arcades. It also features more casual playlists and has dabbled with a single player/co-op adventure mode.
Pokken's roster isn't so shallow because of what a narrow scope the game has. It's a 1v1 fighting game. That's it.Regardless of it being Pokemon it still only has appeal to fans of serious fighting titles.
