While I don't doubt they had a sun motif in mind when making the poor thing, Heliolisk ended up more akin to gamefreak's attempt at making a multi-weather mon. But just like everything new they try, it is retarded and half-assed and it doesn't even achieve its original intended design purpose, instead fulfilling an entirely different competitive role and by complete accident at that. Just like they're stupid enough to be surprised when they see people using special aegislash, I bet you they'd be surprised as well to see that their SOLAR lizard is used in rain teams.

They only give it to complete shitmons and a mega that can barely use it, so they might as well buff it at least above the bare minimum standard.
