Dragon isn't as much of a special end-game type as it used to be, so I could see it.
Bug, despite getting more respect now than it used to, is still seen as an early-game type, so GF would think of a Bug starter as anticlimactic. Mons never start as a non-Bug-type then evolve into one for this exact reason, so if there is a Bug starter it would start out as a dual-type.
Electric will never happen, because they don't want a starter to be comparable to Pikachu.
