He is, but he's only allowed to pick from an incredibly limited pool of Pokemon handpicked by TPC and GameFreak.
The timing's really unfortunate for baracat too considering Gen 7 is over and you can't even obtain him in the latest game, hype for Ultimate is now dead because of the GENIUS decision to reveal him and Ken last, and his relevancy in Smash will likely be usurped by a Gen 8 Rep in the form of DLC later down the line because there's no way in hell TPC and GameFreak aren't going for a double whammy.

Will Gen 8 even be out by the time we get the last Smash DLC? For all of TPC's Jewery, I think they know people like Smash because they get to play as ESTABLISHED characters, not upcoming characters.

We know for a fact they pick Pokemon Reps well before the game's even released going off of Greninja, it doesn't HAVE to even be released for Smash to get a Gen 8 Rep.
They'll just pull a Fire Emblem and have said Rep to promote Gen 8, like how we got Roy to promote his game in Melee, and Corrin to represent their game in Sm4sh.

Sakurai is the kind of person that plays a new game almost every day. On one hand it gives you great width in seeing many game and gameplay types (good for learning if you're a game developer). Unfortunately this means his experience with most games isn't very deep, so when he goes to pull from a game for Smash it's going to come from early game.

Listen, I know /vp/ is more entitled than even blizzard fans, but you should have accept that most people recognize the starters, and in a game like smash they're not gonna put some turd in instead of a recognizable, easy to animate and design pokemon like Incineroar
