Samurott is a good design. It's just a bad evolution of Dewott.

It fits better as a legendary pokemon or a Mega Omastar

Jokes aside, they actually do complement each other well, in Smash that is.
Greninja's good speed and recovery can help with Incineroar's bad speed and recovery, and Incineroar can do and take the big damage that Greninja can't.
If you want to main one of them, consider seconding the other.

I think it's to retain Dewott's proportions in someway, like having the hakama becoming Samurott's chest and arms, Dewott's torso becoming Samurott's neck, and the shape of Dewott's head being reused for Samurott's neck armor.

Nah. They just took a murex and redesigned it to work like a kabuto.

I wonder what other seashells they could use that would fit the samurai theme?
