Also because Eevee is a literal shitmon without those moves. They gave it it's own Z-Move just to take it away in a game where Eevee is the fucking mascot, so they clearly don't give a shit.

Pikachu has had a water move since Gen1. And a really good one too. (Surf)
Jolteon could really use the coverage move too. Jolteon (all Eeveelutions really) has a tiny move pool.
None of this matters because the LGPE Pikachu and Eevee can’t evolve and won’t be able to be transferred anywhere.
