Ummm, no sweetie. Lysandre was the only villain that was a pivotal force behind a region's technology. He was very respected, had prestige, tenure, riches beyond words... he fooled everyone as to his true intentions, which, considering his worth, made him dynamic and layered. He already had it all, and he didn't have to hide it from society, like the others.

Actually he is one of the best, the problem is that his intentions and motivations were more clear and well-writed in the both anime (generations and ash) than the game.

Plus after BW, XY is the game with the most I'M A LITERAL RETARD THAT CAN'T READ players. Many believe Lysandre did it "because the planet isn't beautiful" because that's the one line from the game they actually read, like the one that think that Ghetsis's plan is freeing mons because they're PETA.

His intentions and motivations are very clear in the game, they're just not actually valid because, from everything we've seen in the 20 year history of the franchise, the Pokemon world is a fucking utopia. Food and resources are never an issue and the only wars that ever happened were hundreds if not thousands of years ago. Lysandre doesn't work in a world where your status as a giver or taker, to use his own terms, doesn't fucking matter.

There is not an iota of data or evidence that there even are leeches to society in the Pokemon world. There's just no fucking reason for him to do what he does.

Many "Team" grunts are reject of society, though not all. So the Pokeworld isn't perfect.

By killing those that did not make the world the place it is but keeping those alive who did.

On the other hand, had Lysandre killed Team Flare, he wouldn't even be a villain and it would have made for some very tragic and dramatic moments.
