In the entirety of Johto the only thing associated with them are the towers, this is what I meant by

Meanwhile Mewtwo's lore referred to areas outside of Kanto, how and where it came to be, how pokemon mansion was destroyed.
Ho-oh and Lugia's legend does nothing like that. Its just a series of events localised in one place cut off from the rest of the world.

One, no one said Lugia did but it's associated with the Legend because the Brass Tower burning down is what caused it to flee to the whirl islands.
Two, there was no war associated with them both.
Oh and the keyword here is both as
