We haven't had volume releases of the newest arcs and won't have in years, we are getting magazine chapters repackaged to meet a demand for the last three arcs thanks to BW2 being forced to be cut short so they can keep up with game releases.
Adventures volume compilation had redraws and rewrites to flesh out what was seen on magazines. These XY, ORAS and SM volumes are just unedited (or barely edited) compilations this is why they aren't called Pokemon Special or Pokemon Adventures, just arc name, so of course it feels underwhelming compared to what we outside Japan were used to because we never ever got magazine releases and almost every scanlator used volumes until BW.
This is also one of the reasons the Japanese fandom is significantly less cynical when discussing Spe, they fucking love ORAS and demanded it to be longer while foreigner fandoms love to rip it appart.
People hear time constraints and think "lack of time is making Special worse" but the reality is "TPC and Shogakukan want Spe in circulation to advertise current Gen so they aren't given the time to work on Spe with the pace, care and quality the public deserves". At this point they probably hate BW2 and want to end it as fast as possible tho.
