It sucks this part wasn't in the actual theatrical release. It was crucial to understanding more about Mewtwo's character and why he was so violently against the notion of him just being a Pokemon and people running tests on him. Without these scenes, while Mewtwo is still rather sympathetic he comes across as just plain overreacting which his first-resort actions of killing everyone and wanting to conquer the world.

It was obviously dubbed alongside the rest of the movie, so it's clear that they intended to include it from the start, most likely getting fucked by the dreaded PG rating brought on by the heavy opening and the dead little girl. They were desperate that Pokemon have a clean G so the snjowflakiest of parents wouldn't be afraid of taking their kids to it.
