Have them work at half health instead of 1/3. Give Lucario an equivalent so he can represent his aura better.

Give them a slight boost to their respective type attacks regardless of health

They give a damage boost proportional to HP remaining. i.e. 0% damage boost at 100% HP, 20% damage boost at 80% HP, 63% damage boost at 37% HP, 99% damage boost at 1% HP, etc.

Let them give the respective move +priority at 1/3hp. It may not fix it at all but it would be interesting. It has the potential to be broken but you are gonna get revenge killed anyway...
