Flare: So, they planned to kill all the Pokémon to ease their suffering, yet they had Pokémon with them in their little bunker? Pretty hypocritical if you ask me. 4/10
Skull: Rocket except killing isn't really in on their to do list, and they seem like more complicated individuals than the rocket grunts, but they're still incompetent. 7/10
