Its not fair bros, he's supposed to be a legendary (and the creator/leader of the Regis no less). Why's he gotta be so gimped?

I can understand something like Slaking having an ability that neuters it, but the same standard shouldn't apply given Regigias is a legendary and all (not to mention fucking hard to unlock in DPP).
