think of the cerulean city layout for a moment, if you can. the pokemon center is to the far right, and below the exit of mt moon. the other 2 pokemon centers you've been to were in viridian city, and pewter city. both of these pokecenters you had to walk NORTH to reach.
You get out of mt moon for the first time, dodge some grass and jump down into what looks like some houses. You're already inclined to assume you're safe, since no real battle engagements have happened in town outside of gym battles, and you've already bested brock so you're no stranger to that. You walk past the houses and see a bridge, assuming it's the bridge into town or towards a pokecenter? 2 steps on it and fucking NOPE its mother fucking GARY OAK. and he's about send you, your level 15 starter and the level 6 shitmon zubat you caught on the way packing back to the pokemon center before mt moon.
yes, you heard me right, BEFORE mt moon, so you get a wonderful no repel trek through 30 more random encounters with bats rocks and mushrooms and whatever trainers are still lurking ready to fuck you up. truly no more notorious fuck you moment in this game, at LEAST with brock you had the advantage of fucking walking past the pokemon center when his henchman drags you over.
