the Rocket Grunt is the same one that stole the machine part in HGSS, the last gen IV game, BW's immediate predecessor. it's not a gen I reference.

considering that in addition to Red the Champions tournament also features Steven, Wallace, Cynthia, and Alder, it's hardly gen I pandering. if anything, gen III has the most representation out of that tournament.

That specific grunt originally appeared in GSC, so it'd be a gen 2 reference, not a gen 1 one.

Kanto is important from a merchandising perspective. Every time a new gen starts, the previous one is almost immediately forgotten because they just can't promote all of them at once. Gen 1 is the constant that all players can connect to, even when the gen they grew up with stops being the flavor of the year. That's why Gamefreak keeps making it a point to make sure that kids know Kanto and its Pokemon in some form or another. If they were to rotate the gens more evenly, you'd have things like kids who started with gen 6 only knowing Kalos and Hoenn, while someone who started with gen 7 would only know Alola and whatever other random region they decided to promote (probably Sinnoh). Because of things like Pokemon Go and LGPE, both generations of fans know the kanto Pokemon, just like the older generations that played RBY, GSC, FRLG, and HGSS. That way, they can keep making merchandise of gen 1 Pokemon and hit the widest possible audience.

Gen 3 was Masuda's very soft reboot, then again BW goes an extra mile knocking off RSE "alakazam" Gardevoir with Gothitlelle and creating more rip offs plus the usual regional x, for example BW has a regional rock totally not geodude amd having the shittest Pokemon variety to date with pathetic number of Pokemon available for the player trough the game, even worse than fucking DP.
