Yes, but if Z-moves and Megas are anything to go by, it would be exclusive to a single gen's handful of non-evolving shitmons, and they'd only be viable ingame and within the generation they were introduced in.

I think I would prefer to have hybrid pokemon made by certain breedings.
in the same way a horse and a donkey make a mule.

lets say they introduce an Ice-Tiger in gen 8, you breed it with Pyroar. and the offspring would be an ICE/FIRE Tigon.

Was gonna do the math but you saved me.
Though it's much more reasonable for fully evolved forms only. You wouldn't fuse a Charmander and a Charmeleon

if we count 441 fully evolved pokemons (i found the number online) we would still need 100.000 fusions. Maybe if they find a way to automaticaly generate them it could be doable

It's a simple equation. If we assume there really is 441 fully evolved pokemon and they are the only ones that can fuse it's:
(441*441)/2 = 97240

So not really achievable
