Roster was decided in December 2015 when development. Sakurai even said in the Direct that characters from after 2015 couldn't make it in.

Well he did for all of those. Not sure about lucario.
Melee was short on development time so he added clone and that's why we have pichu
Sakurai saved a spot for a gen 6 pokemon and decided on greninja.
Lucina was originally an alt for Marth before being upgraded to playable like Doc and Dark Pit
Sakurai thought there was a bit too much fire emblem but the development team talked him into adding corrin.

Aye, because GF/TPCi laid out the roadmap for the Gen where 'Roar was shown to be the company choice. That Primarina won the popular/merch title was a curveball to them, but overall their roadmap worked.
