Rhydon is the first created pokemon
Bulbasaur is the first in the dex
Victini is classified as 000 but isnt the first in the national dex
Arceus is the creator of the universe so technically it cannot be considered a pokemon since pokemon are formed on planets.

Actually, I don't think any of these is the answer. Two of these were made before it was known as pokemon, therefore they can't be the first pokemon because they weren't pokemon at the time. Which one was the first one created when it became known as pokemon? I don't know if Bulbasaur can claim that.

One minor (but pretty interesting) clarification: Mew as we know it was probably not the first mon to be copyrighted. That first copyright is for ミュー , whereas Mew's JP name is ミュウ.

Helix Chamber discussed this in greater detail, and pointed out the possibility that the original "Mew" copyright could've actually been for a different Pokemon that was scrapped. Of course, no one outside GF knows for sure.
