Second, that even assuming you'd use the ability to switch into other kinds of pokemon that aren't inherently super-effective, like say conkeldurr (that normally runs an all-contact set with no rock move), flareon doesn't have NEARLY the same bulk as bewear; the low HP kills any use it could have. If to that you add SR taking 25% off for free on every switch, the low speed, taking neutral damage from fire moves and the inability to exploit toxic anymore because it's giving up guts for fluffy, flareon really ends up losing more than it might seem evident at first glance. Unless you meant fur coat and not fluffy, in which case it is marginally better, but not much.
Blaze kick also doesn't do anything for it at all, btw.
Flareon can only be buffed in one of two ways: either extreme speed and an -ate ability of the fire type, to abuse the STAB fakespeed combo, or switching speed with special defense and getting an ability like reckless + wild charge, or an ability like sheer force. In both cases it gets competition from emboar and darmanitan respectively, but it'd be better than either by virtue of being faster.
