And yeah, pretty much everyone has a Pokemon, but some (probably most, especially adults) don't fight with them, they're more like pets or domestic servants. I guess they still need Pokemon centres in case the Pokemon gets sick or injured (as there doesn't seem to be any veterinarians around). But, that doesn't necessarily mean they have to go that often. Again, it would be like taking your pet to the vet. In that line of thinking, does rabies exist in the Pokemon universe?
Perhaps young trainers just get free treatment at the Pokemon centres and adults have to pay. Otherwise I don't see how they could keep up their funding without some push-back from the general population. Why should I have to pay taxes to fund a Pokemon centre just because some kids like to make them fight to the death? It'd be like making every vet taxpayer funded because some people like to make their dogs fight.
