So why is it that Johto is considered part of the same series as Kanto, but every region after that is considered a separate series/show?

It still has Ash Misty and Brock traveling together as a team as an extention of the Kanto region. At the end of Jhoto Misty gets her bike back and they all go their own way.

Because Gen 2 was stuck in development hell as a whole and they decided to reuse assets and animation out of the ass.

That and Johto itself didn't stand out, it's like a cancerous tumor attached to Kanto.

Because Johto is literally part of the same series, the question is, why was Johto part of Kanto? Answer is that was from when Johto wa supposed to be the end of Pokémon and just an extension of the previous adventure, that's why you can backtrack to Kanto, why most of trainers for the region use Kanto pokemon too, etc.

Except it was never intended to be the end of the series. That comes from a misinterpretation of the HGSS Iwata Asks where Ishihara said he was going to move on from pokemon.

Well the anime was supposed to end after 4 years, around 140 episodes. It's why the Johto anime is such a fucking mess.
Ash's perpetual reset machine begins in AG as a way of "fixing" problems with Johto. Obviously the experiment worked out because Ash is going to be the protagonist until the anime dies. Besides the games getting unpopular watch for the summer movie to stop being profitable in nipland, that's the only other thing that will put a stop to this pure unadulterated crap.

Not exactly. The johto anime was a mess for two reasons
1) The frequent delays of the games themselves which happened about three times if I remember right.
2) The abandoned GS Ball arc which put the series into filler hell

The G/S delays aren't actually relevant. Orange Islands starts airing in japland in 1999 and the Johto anime leads into the release of G/S just a few months later (it started back up in october and the game's dropped in november).
The problem is an anime put on life support to keep shilling the games past its original best by date. It was decided pretty late in Orange Islands that that wouldn't be the end of the show and Ash n Friends would be back after a season's break.

Ash's Johto team was utter shit too. Heracross was literally the only good pick.
