It's Game Freak continuing to end fire-type lines with a bipedal Fire/Fighting Pokémon and people getting sick of it. Yes, Incineroar is dark, doesn't change the fact that it's a wrestler and therefore a fighting archetype.
Game Freak has definitely done worse and there are many problems with Gen 7 that are way ahead of Incineroar being another bipedal fighter, but bigger problems existing doesn't invalidate this being an issue.
