Start with a core of 2-3 mons.
Look at the weaknesses of that core.
Use mons that can compensate for those weaknesses.

in lower tiers I like to pay balanced and start with a defensive water/fire/grass core, rotom mow being a favourite starting point for RU
from there I like to work on getting hazard control and offensive pressure in and that's usually it
