this has been bothering me for years and I can't seem to find an answer anywhere:

Pikachu runs past this girl in the original anime opening, but I've never seen her anywhere in the show or games. Who the heck is she?

She's a Gen 1 Lass. The colors are different, but it's just one of those quirks of early Pokemon anime, like how Ash's design is basically Red but with a blue pallet, or how Giovanni wears a bright orange business suit instead of being decked out in black.

I always believed her as Ash's endgame, his true love interest. I waited the entire OS series just for her reappear. I even imagined her being Ash and Gary's crush so they were fighting over her.

In the Japanese opening, the animation is directly tied in with the lyrics. And as Rica said "under a girl's skirt," Pikachu literally goes under a girl's skirt as he runs by. She's not meant to be an important character.
