It's both Muk and Alolan Muk that can learn Moonblast. Game Freak logic: Muk and Alolan Muk need some sort of Fairy coverage, so they learn Moonblast.

Alolan Vulpix learns Dazzling Gleam level-up now and through TM, so to GF, Moonblast isn't necessary since it already gets coverage.

This is also the game where 1) an official metagame doesn't exist, and 2) your Pokemon are expected to be mixed attackers because their stats can be boosted with candy. That's part of the reason why the trainer data is listed with Pokemon with mixed movesets. This is the mixed attacker meta.

Alolan Marowak has Shadow Ball, and Alolan Dugtrio has Flash Cannon. In these games, your Pokemon are supposed to be mixed attackers because their weaker offensive stat can be boosted with candy. That explains why many of the trainers in the game have mixed attacking movesets.

There are some things note to here:
- Alolan Raichu can learn Calm Mind (cause it's Psychic type). Assuming it's all Pikachu, now the regular Raichu can do so too.
- Clefable could learn Minimize; I consider it kinda counterpart to Wigglytuff.
- Parasect was shown using Sleep Powder in Hoenn anime.
- Venomoth could already have Agility by breeding.
- Hitmonlee could learn Focus Energy but not Hitmonchan; now both have it
- Muk, Rhydon, Dewgong and Pinsir already had Helping Hand thanks to Orre (though Dewgong and Muk had to be evolved first)
- The fossils had Rock Throw from a NYC event, which was years ago
- Ironically, Moltres could have Leer in Generation 1 only, but not the other two birds.
- Mewtwo could learn Confusion since G1 but not Mew.

Don't forget how Kabutops could learn Absorb and Mega Drain, while Omastar could learn Leech Life. They correctly fixed this by giving the physical attacker the physical move.

Power Whip Alolan Exeggutor also means it can successfully run a full physical set, which gives it more unpredictability.
Poliwrath with Superpower is also another wet dream come true.

Half the moves just don’t exist anymore. Articuno doesn’t get mind reader/sheer cold, Moltres doesn’t get hurricane, A-Marowak doesn’t have shadow bone. Those moves just aren’t in the game. weather doesn’t exist, moonlight doesn’t exist. They really don’t want anything other than “spam super effective attacks and maybe toxic lol”
