People are dumb as fuck.
When it comes to artists and fan art even more so.
For some reason they always go for the abusive and controversial ego-tripping cunts like this guy instead of the genuinely skilled and creative ones.
The former, coupled with the characteristic crippling shyness of the latter, end up getting the most exposure, again, mostly through controversy.
The fact that the average person also has shit taste, doesn't help one bit.
And the client (Warner in this case), is always fucking stupid. Always. But they're the ones with the cash.
Commercial concept art for movies requires less flair and quality than most people think, so the art dept's hiring manager just clicks on the first Google result. It's not uncommon to see even crappier fanart among official references.
In this particular case, if it's not creepy troll shit nor furry porn, it's probably good enough. Hence Arvalis and his terrible, uninspired crap.
But I bet he's the first that pops up when you search for "realistic pokemon art".
Because that's what the art dept searched for. They should've searched for someone who could blend character and creature together and still retain realism, not necessarily Pokémon, but that would've been a lot of extra work.
Remember, the client is fucking stupid. Arvalis' crap was good enough for the client, so that's who was hired.
