It doesn't answer the question, though. Since Red and Blue show up I assumed this game took place after Gen 1 (and for some reason I thought Blue was the last Gym Leader, that might not be confirmed though)
But Giovanni and Archer both being in Team Rocket means it couldn't take place in the interim between Gen 1 and Gen 2 without retcons.
