Let's Go has no new dex, no new region, no new starters, no new prof, no new villain team... it's part of the same game as SM nad USUM, aka Gen 7, so Meltan is a Gen 7 mon. They even revealed it comes right after Zeraora in the national dex (and he has no excuse to be before the starters in a new pokedex like Victini had).
Oh and inb4 the retards that think Let's Go is a spin off so it doesn't count (like Munchlax in Mistery Dungeon): You are wrong.
