Hoenn Pokemon didn't really need many evolutions, and Kanto Pokemon were getting outdated by newer Pokemon thanks to their movepools and stats distribution, so most of their evolutions were mostly made in order to balance them against new threads.
If anything, Sinnoh pandered every region the same while still having its own charm. Unova was the begining of the end with the start of linear regions, handholding, Gym Leaders having only 3 Pokemon, making the story more important than gameplay itself, and making the legendary Pokemon even more mandatory than in gens III and IV. Its Pokedex was also heavily filled with Kanto copy/paste and many forgettable designs, and made competitive a nightmare.
