This was made to appeal to people who don't play Pokemon "hardcore", of course reviewers were going to eat it up, it has nothing to do with paying them. They don't give a fuck about stripped out mechanics or lack of post-game content, they simply don't play it enough to care about beyond the first few hours of the game and they haven't beaten Brock and Misty a million times before, they probably haven't touched Kanto in ages.

Was it a roundabout publicity stunt, or was the reviewer just that retarded?

Professional play testers for Valve once literally ran in circles on a cave map with looping tunnels. I've also heard that testers for a different company failed to realize they could jump over a waste high fence labeled "restricted access" in an area with no other clear exit.
People can honestly be that retarded. I'm not sure if playing vidya somehow cuts their IQ in half or if they're that stupid in their daily lives too, but the journalist genuinely losing to a pigeon is believable as far as I'm concerned.

Valve's play tester's are infamous enough that finding this image to back up my first reference was easy, but I honestly I can't remember the name of the other game I referenced.
