>>36982313After you get Poke Flute, catch/beat Snorlax on Route 12, go to the Fishing Guru's house, get the Super Rod. Now backtrack to Vermilion and fish for Krabby - it's going to be your HM slave for Cut, Surf and Strength.
Go to Route 16 and to Fuschia (don't go through Routes 12-15, you want to save that for later). Get Surf HM and Gold Teeth in Safari Zone, get Strength HM, beat Koga, and go to Seafoam Island by surfing on Krabby. Catch a level 30 Staryu there and go back to Celadon City.
Get Ice Beam TM from the girl on the Dept. Store rooftop and teach it to Staryu along with Thunderbolt TM that hopefully you kept after beating Surge. Also give it Surf. Be sure to keep Recover in its moveset, but you can also go all-out and give it Psychic from TM you get in Saffron City. Don't forget to buy a Water Stone as well.
With your beefed up Starmie, now go to Route 12-15 and use it to wreck all the bird and fish trainers and gain about 7 levels (Starmie is in Slow group unfortunately).
