Mascots are singular entities that represent something as a whole. Warner has Bugs, Disney has Mickey, Mcdonalds has Ronald and Pokemon has Pikachu. There can be mascots that represent a subset of something a la, generations in Pokemon or meals on Mcdonalds but none of those would be franchise mascots.
Lucario and Metwo (Charizard would represent Fire Red or just Red) are not mascots, they don't represent anything. Sinnoh's mascots (representatives for Diamond and Pearl) are Palkia and Dialga, Kanto's mascots (representatives for R,G,B,FR and LG are Charizard, Ivysaur and Blastoise.
