Why do you think almost all of the Alolan Forms are types that are underrepresented or nonexistent in Kanto?
Rattata and Raticate, Dark/Normal.
Sandshrew and Sandslash, Ice/Steel.
Ninetales, Ice/Fairy.
Diglett and Dugtrio, Ground/Steel.
Meowth and Persian, Dark.
Grimer and Muk, Poison/Dark.
Exeggutor, Grass/Dragon.
Marowak, Fire/Ghost.
which is why we never and Will Never got any Alolan Forms outside of Gen 1 Pokemon or additional Alolan Forms in USUM as they had already fulfilled their purpose of "fixing" the aforementioned type distribution in Lets Go Pikachu & Eevee.
