Those of us who weren't 10 when Gen 5 released know that limits on a level do not make it not open world because we know open world is about how freely you can do anything in what spaces do exist, not what the size of the world borders are.
Open world game design is very much a "not the size of the boat but the motion of the ocean" prospect.
What AAA games do is spread everything apart to make it annoying so you want to pay them to skip the wait (like, say, having to walk 6 miles at a tenth of any reasonable human speed in relative to the distance crossed in-game so you want to buy a horse or someshit for microcurrency).
