Why release DLC when they can just sell you the exact same game again?
Lazy bastards probably won't even try to make the Upper Version substantial at all, literally call it "Lets GO Again, Pikachu/Eevee".

The data is there only because Meltan and Melmetal come after all other non-genwun mons.
GF wants the LGPE pokemon to be transferable to the core games in the future, so Meltan and Melmetal need to have their national dex numbers (808 and 809) in the code even if LGPE only has 153 pokemon.

Too bad a massive chunk of moves are still missing so you'd end up with Pokemon that can't even learn moves of their own type if they're unable to learn what moves are still there.
Just like in the ACTUAL Gen 1!
