Graphically they improved on even RS, musically they were able to bring chiptunes into sounding like real instruments but still had their own sound so that they weren't horn-dominant like Hoenn (which would've been against the sound of Kanto anyway).
HGSS on the other hand did not fix any of the problems with Gen II ranging from Pokemon distribution to level scaling, did not add any new postgame content let alone anything significant, were ruined by the shitty Gen IV graphical engine, had a ridiculous touchscreen centric interface that was slow to use, and managed to butcher what was the best soundtrack in the series. I like the games fine but they're absolute bottom-barrel garbage. All the hype about the return to Johto and it all boiled down to being the same shit but with the Pokeathlon.
