It's a chance for each spawn being shiny rather than the chain having an effect. Chains just seem to give more and better items per catch.

Apparently you can build chains in one spot and then take the chain to another route to get its benefits.
So you could go to the diglett cave, get the max benefit there and then go elsewhere to spawn shinies.
