For example, repels mean you can decide what levels in the area you encounter somewhat, and various abilities modify encounter rates for different things.
The only thing wrong with REs is that new species are almost always rare which makes no fucking sense in their native land.
It's not even based on relative power level which would at least be reasonable. If you're going to base it on competitive usefulness then Chimecho, for example, shouldn't be rarer than Mimikyu, but it is in it's first games.
