If the Freeze condition only existed if used by an originally Ice-type Pokemon, at a higher rate, that would be a good advantage for Ice-types to have.
Again, Burn is very loosely tied to Fire. A huge portion of Ghost and Water-types are responsible for Burn being so prevalent.
