I don't think you get it. Punching something isn't being a Fighting-type, that's being a Normal-type (which is why Rock and Steel resists it because it hurts and won't do anything). Fighting types are more refined; martial artists, body builders, etc. People who are strong enough they could bend shit if they tried.

Because steel needed to be weak to something, and fighting was kind of a bitch in Gen 1 due to psychic being so overwhelming.
Giving fighting an advantage over the two new types was a good way to give it an edge.
