In reality, yes, the writers and executives make the decision of who gets to evolve and who doesn't. I never understood how they do this, since there are some instances of it being their intention to focus on a certain pokemon, but that can also mean nothing on if it evolves or not. Then again, I often cannot tell if the base form is more popular than it's evolution for a lot of things. Here is an interesting question, though: So we've been given this explanation for Rowlet. Can we say that Lana's Popplio can still evolve? Technically yes, but it's been kept in it's form for a long time as well. Enough to say that form is popular enough to stay as it is? If it doesn't evolve, will you be able to explain that?
