It doesn't help that he only gets one appearance (all of the others have at least two), wherein he shows up out of nowhere, does nothing except reiterate their goal (but with a slightly more formal tone because yay "characterization"), then disbands Team Rocket when you beat him because I guess this guy you've never seen before is the one calling all of the shots.
Don't blame you for forgetting him, honestly. He was the worst handled of the Rocket executives, the rest of whom were at least *fun* one-note characters and filled some sort of niche in the fandom. Not really sure what Archer's appeal is supposed to be.
