No they won't because they have never done it before. There has not been one single instance of them giving a pokemon a very specific means of evolution then not given an alternative means when another game lacks whatever mode/function caused the original evolution. Not ever before and not ever now.

I mean it's basically reverse Phione and Manaphy except both the strong Mythical one and its weak counterpart are locked behind a spinoff this time.

That makes me wonder: is Meltan even considered an evolving Pokemon by the actual games' coding? I think whether it's affected by Eviolite or not should still exist in the game data, like how Abilities are still there.
