You're spot on about the older cries, especially ones that are just pitched versions of another Pokemon. The anime's solution is fine except for legendaries who make generic monster noises, and also sound like one another. Palkia, Lunala, Giratina and Dialga/Necrozma sound exactly the same. It's dumb
