Leaf has never appeared in any game outside FRLG.

Red however has appeared in many games, both his old and new design. Both of his designs are canonically named Red by Gamefreak.

Because Red (Gameboy Timeline) only exists in these games: Red Blue Green Yellow Lets Go Pikachu Lets Go Eevee

Fire appears in everything from Gen 3 to Gen 5 because that is also its own canon timeline.

Red in Gen 6 and 7 and probably 8 are the same character too.
