Yes. Candies are that broken. Candies are even more broken then Stat EXP because it is a flat +1 to any of your stat, up to 200, immediately. At least with Stat EXP it was spread out throughout the levels until you hit 100. Also getting the candies to get pokemon to max takes like an hour at the very most, which is way faster than training a Pokemon up to level 60-70, unless its already at level 50 or higher.

Master trainers are a nice idea and gen 8 should have one for all 900 or whatever pokemon in gen 8.

The only way gen 8 could have one is that it's one trainer (mabye a robot) who asks for a different pokemon each time.
Also, the movesets have to be competitivly generated like how showdown does for random battles so they don't end up making 900+ sets
