Speaking of jobs why didn't the gym leaders do shit about team rocket? In the manga it seems most gym leaders are working for rocket but in the game, I'm assuming most are good. They have an obligation to police their fucking towns.

My headcanon is that they would only allow for people to challenge them at set times during the year. That way they wouldn't have to spend all their time sitting up there waiting to be challenged. Like two to three times a year with each time lasting a month or so they open the doors to people who want to try to beat them.
