It's hard to not feel that way since - with the release of LGPE - they seem comfortable with barely trying. Bethesda at the very least at least is trying to new shit but their gross lack of technical skill and refusal to abandon their shitty engine keep them back. Pic related, this is the Fallout4.exe opened in Notepad++. It still references magic and other attributes from TES despite being a completely different franchise. To say Fallout 4 is Skyrim with guns is almost literal.
