That's becausePoGo has IVs. R/B/Y has DVs, which are hard to translate to IVs.

Basicially I.V's but capped at 15 and there's a shared special one for sp.atk and sp.def. Also the attack one affects gender.

Pogo’s IV’s and RBY’s DV’s are basically the exact same (both range from 0 to 15): only difference is that Pogo’s were missing a speed IV, which is why it actually would have made more sense for the VC Pokemon’s “DV’s” (read: IV’s) to get the LGPE transfer treatment (double and add 1) when transferred to S/M/US/UM.
